Official Notice: Stafford County Virginia Democratic Committee Call to Caucus

The Stafford County Virginia Democratic Committee hereby announces that it will hold an assembled caucus beginning at 12:00 PM on Saturday, April 18, 2009, in the Board of Supervisors Chambers of the Stafford County Government Center, 1300 Courthouse Road in Stafford, Virginia. The purpose of the caucus will be to elect 28 Delegates to the First Congressional District Democratic Convention, to convene at 1:00 PM on Saturday, May 2, 2009, Walker Grant Middle School, One Learning Lane, Fredericksburg, VA 22401.

Stafford delegates to the First Congressional District Democratic Convention shall nominate 3 members (one male, one female, one M or F) to serve on the Democratic State Central Committee, by jurisdiction caucuses, and the names of those persons nominated shall be presented to the convention for election; elect twenty Democratic State Central Committee members; consider resolutions; and conduct such other business as may properly come before the Convention.

PRE-FILING

Those persons wishing to have their names placed on the ballot at the Caucus as a Delegate must file a certificate of candidacy with Marc K. Broklawski, Chair of the Stafford County Virginia Democratic Committee, 43 Town & Country Drive, Suite 119-129, Fredericksburg, Virginia 22405, no later than 5:00 PM on Monday, April 13, 2009, by mail or via email (must include your signature) at This e-mail address is being protected from spam bots, you need JavaScript enabled to view it . The application includes the name, address, phone number, and email address of the person filing. The certificate of candidacy may be downloaded here.

There is no charge for those wishing to attend and vote at the caucus.

Conduct of the Caucus

Doors to the caucus will open for check-in at 11:30 AM. Any person attending the caucus shall sign a standardized Caucus Participation Form stating that he or she is a Democrat; does not intend to support any candidate who is opposed to a Democratic Party nominee in the ensuing election; is not a member of any other political Party; has not participated and will not participate in the nominating process of any other Party for the 2009 general election; and is a registered voter and a resident in Stafford County, Virginia. These forms must be filled out before participating in the caucus. At 12:00 PM, the doors to the caucus will be closed and no person may participate in the caucus with the exception of those persons in line.

The Chair of the Stafford County Virginia Democratic Committee or his designee shall be the Temporary Chair of the Caucus and shall appoint a Temporary Secretary and such other Temporary Officers of the Caucus as is deemed appropriate. Until the adoption of the Rules, the order of the Caucus shall be determined by the Chair of the Caucus, subject to the approval of the Caucus participants, Robert’s Rules of Order, and the Virginia Democratic Party Plan.

If no more than 28 candidates for Delegate to the First Congressional District Democratic Convention are pre-filed by 5:00 PM, Monday, April 13, 2009, all of those candidates shall be declared elected and the Stafford County Virginia Democratic Committee Caucus is hereby canceled. Stafford Dems Question Howell’s Appearance at Party Fundraiser he Condemned

FREDERICKSBURG – Stafford County Democrats called on House Speaker Bill Howell Thursday night to explain his support for Del. Chris Saxman’s (R-Staunton) bill to ban legislators from attending fundraisers during session, despite the Speaker’s planned attendance as emcee at such an event on Thursday.

This legislative session, Del. Howell (R-Stafford) and the House Republicans spent hours debating Saxman’s politically charged bill, aimed at ending the Democratic Party of Virginia’s Jefferson-Jackson dinner. Amid a budget crisis, Saxman’s bill was the first to be fast-tracked to the floor of the house.

On Thursday night, Howell was scheduled to attend the Stafford County Republican Party’s Lincoln-Reagan Dinner at the Fredericksburg Expo Center.

“Bill Howell and the Republicans in Richmond keep talking about taking a principled stand, but they’re doing the same thing that they attack,” said Marc Broklawski, Chair of the Stafford County Democratic Committee. “If Party fundraisers are wrong, then Bill Howell shouldn’t go to them either.”

Howell, Del. Mark Cole (R-Spotsylvania) and Del. Bobby Orrock (R-Caroline) were listed as attendees on the Lincoln-Reagan fundraiser invitation. All three voted for Saxman’s bill, which would ban attendance at such events.

Broklawski said that Howell’s hypocrisy stood in contrast to the mandate for change given in the 2008 elections.

“Last year, the voters of the 28th delegate district voted resoundingly for Barack Obama to bring change to the way our government does business,” Broklawski said. “If Del. Howell thinks it’s still okay to say one thing and do another, he’s headed for a rough November.”
