Falmouth resident Doug Filler has formally announced his candidacy for the position of Supervisor, representing the Falmouth District. In his statement at the Berea fire station #12, off Route 17, Mr. Filler cited his nearly three decades of small business ownership as “experience that will be invaluable in helping to govern Stafford and assist its over-burdened taxpayers in coping with the fiscal belt-tightening that will be required of us over the next few years.”
Mr. Filler stated that he views a Supervisor’s principal role as protecting the financial integrity of the county’s budget, to maintain the quality of life for all Stafford residents in the face of today’s economic uncertainties. “At this time, when we are experiencing the most severe recession in 8 decades, many of our residents have suffered job losses, dramatically reduced home values, and significantly decreased retirement savings. It is imperative that the Board of Supervisors find new and innovative ways to support the continued growth and development of Stafford County without resorting to constantly increasing tax rates.”
He specifically cited the recent enactment by the Board of Business, Professional and Occupational Licensing (BPOL), which is projected to produce an estimated $4 million in revenue for the 2010 budget. He asked his opponent-- who recently told The Free Lance-Star that she “would repeal BPOL. Absolutely. Without a doubt.”—“Where will the missing $4 million come from? Either by reducing the budgets for our schools, fire and rescue services, sheriff’s department and the transportation fund, or raising homeowners’ real estate taxes again.”
Mr. Filler also stressed the need to raise teachers’ salary levels to match those of Spotsylvania, Fredericksburg and Prince William, and thereby reduce the loss of experienced educators to other nearby school systems. “Supervisors must work in partnership with the School Board to adequately fund our educational system,” he added.
With regard to transportation issues, he noted the need to implement the planned reconstruction of the Falmouth light intersection “while maintaining the integrity of historic Falmouth Village”; supporting VRE and bringing high-speed rail service to Stafford; and seeking U. S. stimulus funds to improve highway maintenance and construction on I-95.
Finally, Mr. Filler promised to campaign throughout the Falmouth District and meet with residents in all of its diverse neighborhoods. He pledged to maintain Stafford’s standing as “one of the most fiscally sound counties in the entire country”, and offered to debate his opponent directly on all of these issues during the campaign, adding that “Falmouth District voters deserve no less.”

Official Notice: Stafford County Virginia Democratic Committee Call to Caucus for Stafford BoS Races |

1. Call. Pursuant to the authority provided by the Virginia Democratic Party Plan, the Stafford Democratic Committee hereby calls an assembled caucus beginning at noon on Saturday, June 6, 2009, in the Board of Supervisors Chambers of the Stafford County Government Center, 1300 Courthouse Road in Stafford, Virginia.
2. Incorporated Documents. All appropriate provisions of the Code of Virginia (“Code”), Virginia Democratic Party Plan (“Party Plan”) and the Bylaws of the Stafford Democratic Committee (“Bylaws”) are incorporated into this Call by reference and made a part hereof.
3. Purpose. The sole purpose of this Caucus shall be to nominate a candidate for Supervisor in the Aquia, Garrisonville and Hartwood district of Stafford, VA, in accordance with the Code, Party Plan and Bylaws.
4. Candidate Requirements. Each candidate for nomination must meet the requirements specified by the Code, the Party Plan, and the Bylaws. Filing forms may be obtained by visiting http://www.stafforddemocrats.org. Each candidate for nomination must submit a completed filing form to the Stafford Democratic Committee, 43 Town & Country Drive, Suite 119-129, Fredericksburg, VA 22405 by Monday, June 1, 2009 at 5 PM. An administrative filing fee of $100.00 will be charged for filing to be a candidate in Aquia, Garrisonville or Hartwood for Supervisor in Stafford, Virginia; a certified check or money order should be made payable to the Stafford County Virginia Democratic Committee and accompany the form. If exactly one qualified candidate files for Supervisor in any of the aforementioned (Aquia, Garrisoville or Hartwood) districts, the caucus shall consider the question of whether to nominate the candidate or no candidate. If multiple qualified candidates file for any district, the caucus shall also consider the question of whether to nominate any of the candidates or no candidate. If no qualified candidate files for Supervisor in the Aquia, Garrisonville and/or Hartwood district, the Stafford Democratic Committee shall choose the remaining nominees for Supervisor and the Caucus shall not consider the question of nominees for Supervisor from that district. If there are no questions to be considered by the Caucus, the Caucus shall be canceled.
5. Conduct of the Caucus. Doors to the caucus will open for check-in at 11:30 AM. Any person attending the caucus shall sign a standardized Caucus Participation Form stating that he or she is a Democrat; does not intend to support any candidate who is opposed to a Democratic Party nominee in the next ensuing election; is not a member of any other political Party; has not participated and will not participate in the nominating process of any other Party in the next ensuing election; and is a registered voter and a resident in Stafford County, Virginia. These forms must be filled out before participating in the caucus. At noon, the doors to the caucus will be closed and no person may participate in the caucus with the exception of those persons in line.
The Chair of the Stafford Democratic Committee or his designee shall be the Temporary Chair of the Caucus and shall appoint a Temporary Secretary and such other Temporary Officers of the Caucus as is deemed appropriate. Until the adoption of the Rules, the order of the Caucus shall be determined by the Chair of the Caucus, subject to the approval of the Caucus participants, Robert’s Rules of Order, and the Virginia Democratic Party Plan.

The Stafford County Virginia Democratic Committee hereby announces that it will hold an assembled caucus beginning at 12:00 PM on Saturday, April 18, 2009, in the Board of Supervisors Chambers of the Stafford County Government Center, 1300 Courthouse Road in Stafford, Virginia. The purpose of the caucus will be to elect 28 Delegates to the First Congressional District Democratic Convention, to convene at 1:00 PM on Saturday, May 2, 2009, Walker Grant Middle School, One Learning Lane, Fredericksburg, VA 22401.
Stafford delegates to the First Congressional District Democratic Convention shall nominate 3 members (one male, one female, one M or F) to serve on the Democratic State Central Committee, by jurisdiction caucuses, and the names of those persons nominated shall be presented to the convention for election; elect twenty Democratic State Central Committee members; consider resolutions; and conduct such other business as may properly come before the Convention.
PRE-FILING
Those persons wishing to have their names placed on the ballot at the Caucus as a Delegate must file a certificate of candidacy with Marc K. There is no charge for those wishing to attend and vote at the caucus.
